During the Bosnian War, United States Navy flight officer Lieutenant Chris Burnett and pilot Lieutenant Jeremy Stackhouse are stationed on the aircraft carrier USS Carl Vinson in the Adriatic Sea. Burnett is preparing to leave the Navy, and clashes with his commanding officer, Rear Admiral Leslie Reigart.
The ship is commanded by Admiral Leslie Reigart (Hackman), who in turn is under the command of NATO, represented by Admiral Piquet (de Almeida). Now, Burnett is a bit of a maverick. Not like the Tom Cruise type Burnett is tired of being in the Navy.Burnett's commanding officer, Rear Admiral Leslie Reigart, has trouble gaining approval from his own commanding officers to carry out a search-and-rescue mission to save Burnett. Admiral Piquet : Admiral, I've spoken personally to Bosnian military commanders and they assure me the shoot down was perpetrated by renegades outside of their control, attempting to disrupt the peace process.
When he gets in touch with the U.S.S. Carl Vinson, Admiral Leslie Reigert (Gene Hackman), the commander of the Vinson battle group, orders a rescue party to go pick him up but he is prevented from sending it by his NATO superior, Admiral Piquet (Joaquim de Almeida).
